The expansion of Village Information Systems (Sistem Informasi Desa/SID) is expected to improve access to public information and participation, yet digital availability does not necessarily translate into women’s communicative agency. This study examines how communicative and institutional arrangements surrounding SID shape women’s ability to convert digital access into meaningful participation in village governance. A qualitative multiple-case study was conducted in Randegan and Sudagaran Villages, Banyumas Regency, Indonesia, involving twenty informants. Data were generated through semi-structured interviews, one focus group discussion, non-participant observation, and document and platform analysis. The findings reveal that women were digitally and civically active but remained weakly connected to SID. Limited institutional outreach, the administrative framing of SID, weak feedback mechanisms, and poor integration with women’s trusted communication networks constrained the conversion of digital resources into governance agency. The study identifies a communicative embeddedness gap and conceptualizes communicative embeddedness as a relational condition linking digital resources, everyday communication networks, institutional recognition, and responsiveness. Ultimately, inclusive digital governance requires more than technological access; it requires communication systems through which women’s knowledge and voice can meaningfully influence institutional processes.
